• Effects of Government Support of Nonprofit Institutions on Aggregate Private Philanthropy: Evidence from 40 Countries (2012)
  Voluntas | S. Wojciech Sokolowski. This paper examines the effects of aggregate government payments to nonprofit organizations on aggregate private philanthropy using data for 40 countries assembled by the Center. Four behavioral models of private philanthropic giving are proposed to formulate four hypotheses about those effects: no net effect, crowding in (positive effect), crowding out (negative effect), and "philanthropic flight" or displacement (negative effect across different subsectors). The data support two these hypotheses, "crowding in" and philanthropic flight or displacement of private philanthropy from service to expressive activities by government payments to service NPIs..

• Measuring the Economic Value of Volunteer Work Globally - Concepts, Estimates, and a Roadmap to the Future (2011)
  Annals of Public and Cooperative Economics Vol. 82, No. 3 | Lester M. Salamon, S. Wojciech Sokolowski, and Megan Haddock. Explores alternative approaches for measuring the economic value of volunteer work, develops a methodology for producing global estimates of this value using existing data sources, and identifies a new data source that promises to yield significantly improved data on which to base such estimates in the future at both the global and national levels. Different approaches to valuation, including the replacement cost, opportunity cost, and social benefits approaches and both observed and reported market proxies, are examined. The article concludes by discussing the International Labour Organization Manual on the Measurement of Volunteer Work that adopts the basic method for defining and valuing volunteer work outlined here and promises to generate a much more robust and coherent body of data on volunteer work than has ever been available both globally and nationally. • Of Market Failure, Voluntary Failure, and Third-Party Government: Toward a Theory of Government-Nonprofit Relations in the Modern Welfare State
  Nonprofit and Voluntary Sector Quarterly 1987 Vol. 16 | Lester M. Salamon. This article argues that neglect of government-nonprofit ties is less the product of a lack of research than of important weaknesses in theory. Both the theory of the welfare state and the theory of the voluntary sector, moreover, are deficient. To overcome these weaknesses, the article advances an alternative theoretical formulation that replaces the prevailing conception of the welfare state with the concept of "third-party government," and replaces the "market failure-government failure" theory of the voluntary sector with a theory built around the concept of "voluntary failure" instead.

• Putting Civil Society on the Economic Map of the World (2010)
  Annals of Public and Cooperative Economics Vol. 81, No. 2 | Lester M. Salamon. This paper provides an overview of a series of steps that have been taken by the Center over the past 20 years in cooperation with colleagues around the world and with officials in the United Nations Statistics Division and the International Labour Organization to bring measurement of the civil society sector into national economic statistics, culminating in the issuance and initial implementation of the United Nations Handbook on Nonprofit Institutions in the System of National Accounts and the International Labour Organization Manual on the Measurement of Volunteer Work. • What Nonprofit Wage Deficit? (2002)
  The Nonprofit Quarterly, pp. 61-62, Winter 2002 | Lester M. Salamon. Compares nonprofit and for-profit wages in industries in which both sectors are significantly engaged. The result is that the real culprit in the apparent wage disparity is industry mix, not nonprofit status. Nonprofit workers actually have higher average wages than for-profit workers in industries in which both are extensively engaged.

• What Would Google Do? Designing Appropriate Social Impact Measurement Systems (2011)

Enormous progress is being made in the design of metrics to assess the consequences of social interventions. this article discusses four considerations that could be given greater salience in the design of social impact measurement system. Published in the March/April issue of The World Financial Review, this article by Center Director Dr. Lester Salamon notes that past experience with the return of stolen assets to governments has too often led to disappointing results and urges consideration instead of applying the PtP concept, which calls for the placement of such assets into carefully structured, private charitable foundations as exemplified in the BOTA Foundation in Kazakhstan and many other foundations around the world.

• [Journal Article] Nonprofit Organizations: New Insights from QCEW Data (2005)
  Monthly Labor Review, pp. 19-26, September, 2005 | Lester M. Salamon and S. Wojciech Sokolowski. The purpose of this article is to describe an effort, which is under way with the assistance of the Bureau of Labor Statistics, to separate out the nonprofit employment within the Quarterly Census of Employment and Wages (QCEW) data and analyze it. The article explains why employment is such a useful prism through which to view the nonprofit sector, then describes the procedure being used to identify the nonprofit firms in the QCEW data, and reports on some of the principal findings that have emerged so far from the application of this procedure.
